Sumario:This paper presents an analysis of the affordable housing plans proposed by the leaders lencinistas the period 1918-1928. Although most of the projects are not made, is considered that from them it is possible to understand representations which had the lencinismo, in a national and Latin American at the beginning of the 20th century marked, context surrounding the popular housing by one side, by the installation of the debate on the subject and its inclusion in the agenda of the public; and secondly, in the context of a change of mode of the relationship between technology and policy. Is as hypothesis that Governments lencinistas argued that the solution to the housing problem of the workers was an inescapable duty of the Government - and therefore a problem of State - and they raised to resolve it through popular housing plans They proposed the construction of affordable homes and hygienic conditions.
