Sumario:This paper’s main objective is to enquire about the articulated practices, strategies, and political behaviour of conservative elites within the context of the first democratic experience which started with the implementation of Sáenz Peña Law, and it ended with the 1930’s coup d'état. To accomplish this, Rafael Núñez and Mariano P. Ceballos' careers are analysed, considering their social and educational backgrounds, occupation, and their interactions with other political actors from the Democratic Party elites and middle management. Second, their legislative, executive, and ministerial roles and actions will be analysed through their main draft bills and political speeches to explain the way in which they built a specific style of political leadership. There has been an analysis of official documents and private correspondence preserved in Pedro J. Frías' collection. News sources from Córdoba have been collected and systematized, such as Los Principios, La Voz del Interior, and El País; and from national news sources such as La Prensa, La Mañana, and La Fronda. Finally, research has been carried out on the political leaders mentioned in this paper within Córdoba's Constitutional Reform Assembly of 1923.
