Sumario:In recent years, the standardization in software development and business practices of offshoring and outsourcing, created an opportunity for new countries, regions and territories to start developing software. The article analyzes the conditions and trajec tories for the development of this sector in Tandil and Bahía Blanca (Argentina), during 2003-2018. The methodological strategy is qualitative. Semi-structured interviews are analyzed and complemented by the analysis of secondary sources. The results of the study suggest that heterogeneous actions were carried out in both cities, and institutions that contributed to the development of these activities were created. When actions, projects and resources were coordinated, it was possible to advance in the resolution of the main problems that limited the development of the sector at the local level.
