Sumario:On March 13, the Uruguayan government declared a public health emergency due to COVID-19, and was handled by the government that took office the 1st of that month. This article analyzes the configuration of the problem in relation to populations with low or no income. This is relevant, as it will have an impact on the implemented responses and has to be considered as an expression of the government’s view of access to protection and social welfare. It is concluded that COVID-19 is considered a deep but brief problem, with almost exclusively health and economic dimensions, outside of inequality and associating needs with minimal expressions.
