Sumario:This paper analyzes the determinants of the unequal and combined development in the Far West of the Metropolitan periphery of Rio de Janeiro, and the role played by the Arco Metropolitano of Rio de Janeiro (AMRJ) in this great development process. The Arch was one of the main public investments in Fluminense territory in the last decades, in a larger logic of capital and merchandise flows. The methodology adopted for the analysis was based on a review of the literature on the concept of development and territorial management, unconsolidated metropolitan governance from the perspective of Brazilian development projects and the main determinations of the spatial dimension. The work presents the trajectory of the Arco Metropolitano de Rio de Janeiro in the municipalities directly intercepted by it. Finally, social vulnerability derived from the implementation of the Arch is proposed, in the analysis of economic and social indicators as reinforcers of the unequal and combined development in the Fluminese Metropolitan Region. Thus, the article shows the fragile relations between land-use planning policy (PNDR) and other sectoral policies (CAP), emerging new forms of articulation and territorial organization: new spaces of planning in the metropolitan periphery of Rio de Janeiro
