Sumario: | This article is part of a line of research that has been developed by Centro de Estudios de Innovación Institucional -Institucional Innovation Studies Centre- (CEII-UNCuyo), Argentina, on the basis of the theoretical approaches of public policies, territorial development and citizen participation. The experience of territorial planning policy in Mendoza started 10 years ago and has included several participatory processes wich has been implemented with a diversity of characteristics and results. Starting from the analysis of these experiences, as well as a thorough literature review, in this article we aim to provide a critical reflection regarding the challenges arising from the design and implementation of participatory public policies focused on territorial development. Fundamentally, in the context generated by the COVID-19 where one of the challenges posed by the new normality is how to think and rethink citizen involvement in order to achieve territorial development with social inclusion and socio-environmental equity in Argentina, the region and the world. |
