Sumario:The aim of this paper is to analyze the administration mechanism and institutions involved in the water management in the Guadalajara Metropolitan area. There have been agreements within the Metropolitan Institute of Planning for the AMG, Integrated Water Management office and National Water Commission. Those one established competencies and concurrences for an optimal management of water resources. Also, it correlated the availability, use and consumption to other variables, in the face of a scheme of scarcity and environmental degradation in the first decades of the XXI century. The methodology of this article is based on Public Policy Analysis of water resources management. The little source of water in the metropolitan areas required an institutional intervention in order to achieve an effective coordination, by establishing concurrences and legal competences to protection of water from a sustainable perspective.
