Thus, the design and implementation of each reform has effects of varying intensity for this group. Based on an interpretative analysis of the normative framework as well as documents, reports and special studies produced by official organizations specialized in the field, the present article reconstructs and analyses the strategy adopted in this field of social policy, investigating the main features it presents. In particular, this paper examines the changes undergone in the retirement system and pensions by the end of 2017, in the context of the sanction of the law Nº 27426 which introduces a change of the mobility formula of the welfare income. The analysis is carried out by drawing a distinction between vertical and horizontal coverage since they represent two main dimensions of the performance of the Argentine welfare system which provides protection to the elderly. En Argentina, la política previsional constituye un elemento clave en el debate social contemporáneo debido a que conlleva impactos directos en el bienestar de millones de adultos mayores. Por consiguiente, el diseño e implementación de cada reforma tiene consecuencias de variable intensidad para este colectivo. A partir del análisis interpretativo del marco normativo, como así también los documentos, informes y estudios especiales producidos por los organismos oficiales en la materia, este trabajo reconstruye y analiza la estrategia adoptada en este campo de política social, indagando en las principales características que la misma presenta. En particular, el artículo examina las transformaciones acaecidas en el sistema de jubilaciones y pensiones a fines de 2017, en el marco de la sanción de la Ley Nº 27426, la cual introduce una modificación de la fórmula de movilidad de los haberes previsionales. El análisis se realiza a partir de diferenciar entre cobertura vertical y horizontal, dado que éstas constituyen dos dimensiones centrales de desempeño del sistema previsional argentino, a los efectos de brindar protección a los adultos mayores.
