Whereas a large part of the studies on cultural policies and cultural management tend to focus on big cities, this article intends to provide knowledge about the situation in non-metropolitan cities through a qualitative approach, based on the analysis of interviews and other secondary sources. We will stress the importance of municipal governments in the generation of cultural activities in these cities, as well as that of the University, wherever it is present. We will also show how cultural management in these cities is facilitated or hindered by the alignments or misalignments in the political orientation of the different levels of government. Este artículo se propone abordar las formas de gestión de la cultura en dos ciudades no metropolitanas de la provincia de Buenos Aires (Tandil y Villa Gesell), indagando especialmente en los actores e instituciones que intervienen, las articulaciones y disputas que se dan entre los propios actores locales así como con diversos niveles de gobierno. Considerando que gran parte de los estudios sobre políticas culturales y gestión cultural tienden a centrarse en las grandes ciudades, este artículo se propone aportar conocimiento en relación a lo que sucede en ciudades no metropolitanas a partir de un abordaje cualitativo, basado en el análisis de entrevistas así como de otras fuentes secundarias. Principalmente, daremos cuenta de la importancia de los gobiernos municipales en la generación de actividades culturales en estas ciudades, así como de la Universidad Nacional allí donde ella se encuentra presente. Asimismo, mostraremos cómo la gestión cultural de estas ciudades se ve facilitada o dificultada por las alineaciones o desajustes en las procedencias partidarias de los distintos niveles de gobierno.
