La reflexión se nutre de las presentaciones y discusiones de cuarenta jóvenes de cuatro países (Argentina, Chile, Paraguay y Uruguay) que representan 20 proyectos destinados a ellos realizada en la sede de la Comisión Económica para América Latina y el Caribe de las Naciones Unidas (Santiago de Chile, el 8 al 11 de noviembre de 1999). Los artículos combinan tres dimensiones. La primera corresponde al marco conceptual y técnico del enfoque de proyectos y en ella se destaca la importancia de que éstos reflejen apuestas de cambios de los jóvenes, a fin de evitar la inducción y mediatización de aspiraciones por el mundo adulto. La segunda es un análisis de los desafíos y las fortalezas que presentan los proyectos en relación con las problemáticas juveniles y prioridades sectoriales abordadas, sobre todo con la participación social, el empleo, la educación y la salud. La tercera hace referencia a experiencias concretas que dan cuenta de los factores que facilitan y obstaculizan la implementación de proyectos. Abstract This book discusses the experiences and lessons learned in the process of designing and implementing small projects focusing on young people in socially and economically vulnerable situations in rural and urban areas. The analysis draws on presentations and discussions that took place at a meeting held at the headquarters of the United Nations Economic Commission for Latin America and the Caribbean, in Santiago, Chile, from 8 to 11 November 1999. The meeting was attended by 40 young people from four countries (Argentina, Chile, Paraguay and Uruguay), representing 20 youth projects. The articles address their subject from three perspectives. The first is the conceptual and technical framework of the project focus, in which particular importance is attached to the need to ensure that such projects reflect the young People's own aspirations for change rather than allowing those aspirations to be interpreted as filtered by adults. The second perspective is an analysis of the challenges and strengths of the projects in relation to the youth problems and sectoral priorities they are intended to address, especially social participation, employment, education and health.
