Sumario:Energy is central to economic growth and environmental sustainability. The contribution of this paper is to identify and analyze the policies aimed at facilitating energy access to the most vulnerable sectors of the argentinian population. To this end, the PERMER program will be studied. It has a satisfactory performance, however, it is recognized that it was initially imposed by international organizations and that its application has a partial view, being transferred as a "closed package", without considering it as a process of co-construction between the different actors involved. From this work it is concluded that the aforementioned policies should be rethought from the perspective of the Technologies for Social Inclusion, since the environmental and social problem addressed is of a multidimensional nature. Therefore, the energy policy plans that seek to solve it should have the same attributions.
