Sumario: | This article seeks to analise the process of implementation of two great urban interventions in the city of Mar del Plata, done between 2013-2018, under the Emerging and Sustainable Cities Program by the Interamerican Bank of Development. The first intervention is called “Calles para la gente” and its, roughly, the revalorization of a open-sky mall center. The second one, are the so called Polideportivos Barriales: five public equipments built in peripheral neighborhoods. With this in mind, the purpose is to question this process parting from three guidelines provided by the ESC-IBD, regarded as “good practices” of governability and sustainability. These guidelines are: a. Democractic Management, b. Capture of the urban surplus value and c. Complementarity between state and market. In order to achieve these gold, quali-quantitative techniques were used, as well as primary sources, such as interviews with civil servants and other key actors.
