Sumario:Since 1997, the city of Rosario implement public policies of citizen participation that deem children as active agents that are capable of reflect on living and acting in the territory. Through a historical review about urban changes and social events supported by interviews and archival material, we will analyze the experience of Rosario as part of the modernization and decentralization process of a city that projected itself as an “educating city”. The study of the Children's Councils enables the discussion on the rights and perceptions of children as citizens. Statements by authors such as Henry Lefebvre, Hannah Arendt, Edward Soja and Manfred Liebel, among others, will increase the discussion about the construction of abilities and perspectives of girls and boys in the understanding of environmental, social and cultural problems of situated territories.
